Rebar partnered with the City of Noblesville to develop the first multifamily project in downtown Noblesville in over 100 years.  The City’s primary goals were to add much-needed parking and dense, high-quality housing options.  The Levinson accomplished both of those goals in addition to 5,000sf of new retail in downtown.

The public-private partnership deal structure included:

  • City-backed municipal bond to construct a shared parking garage

  • City-backed TIF Bond to cover the gap in mixed-use building project costs

  • The City contributed land to the project

  • The City waived municipal, impact, and development-related fees

  • The City reimbursed Rebar for costs to terminate, relocate, or provide utilities for the project.
